Bristol’s PRS database: what landlords should prepare in November 2026

If you own a rental property in Bristol – whether it’s a terraced house in Horfield, a converted flat in Bishopston, or a portfolio spread across Easton and Bedminster – there is a compliance deadline heading your way that deserves your full attention.

The new Register your rental property service starts its regional rollout on 15 December 2026, beginning with the West Midlands. Bristol’s South West period runs from 15 August to 14 November 2027. Neither December 2026 nor 15 August 2027 is Bristol’s final registration deadline.

At Northwood Bristol, we believe every landlord – from those with a single buy-to-let to those managing a sizeable portfolio – deserves clear, straight-talking guidance. So here’s exactly what you need to know.

What is the PRS database?

The PRS database is a national landlord and property register under the Renters’ Rights Act 2025, operated by the housing ministry. During rollout it covers occupied, assured or regulated lettings, subject to exceptions. It is separate from local licensing and does not certify that a home meets every housing requirement.

Initially, the submitted records will not be publicly visible. Some information may become public later, subject to further rules; it should not be presented as an immediately searchable ownership register equivalent to the Land Registry.

The service supports oversight of the rental sector and creates registration and update duties. Landlords still need to meet the underlying tenancy, safety, repair and licensing requirements independently.

Why Bristol landlords need to act now

Bristol has varied rental housing across areas such as Easton, St George, Bedminster, Southville, Bishopston and Horfield. Local licensing depends on the property, occupancy, designated boundaries and exemptions. A BS3, BS5 or BS7 postcode alone does not settle which scheme applies.

The database adds a separate task to existing letting responsibilities. Making Tax Digital also depends on an individual’s qualifying income and relevant tax year, rather than applying to every landlord. Keep each requirement and its deadline clear in your records.

The possession notice risk that most landlords haven’t heard about

Registration and possession rules are separate parts of the phased reform programme. Do not assume every later restriction applies at the service’s first launch.

The database rollout does not immediately introduce all later possession-related restrictions. Existing possession notices and proceedings must meet the tenancy law and transitional rules that apply to them. A statement that every unregistered Bristol home loses a possession route in December 2026 would therefore be misleading.

If you need possession, seek advice on the grounds, procedure and current requirements for that specific tenancy. Preparing database records is sensible, but it is not a substitute for checking the relevant legal process.

The 17 data points you’ll need to register

Government guidance now sets out registration roles and the types of information needed. Prepare accurate landlord, property and letting records rather than relying on an approximate count of 17 fields.

Organise the address, occupancy, rent and applicable licence information, plus gas safety records where there is gas, electrical safety documentation and the EPC. The landlord begins the registration; an agent can be invited to supply delegated details and documents. Confirm that the information matches the actual property and current letting.

Landlords remain responsible for completing registration and paying the fee. Required outstanding information must be supplied within 28 days to avoid an inactive entry, and changes or expired information must be updated within 28 days. These periods are separate from the three-month regional registration window.

The £65 annual fee

The standard fee is £65 per property annually. Initial rollout fees are pro-rated to disregard days before 15 November 2027; landlord registration and record updates are free. Budget for the portfolio’s renewals while allowing for that adjustment rather than assuming every initial payment is a full £65.

Key dates every Bristol landlord needs to know

15 December 2026: the regional rollout begins

The West Midlands registration period begins on 15 December 2026. Government guidance allows earlier registration ahead of a property’s own regional start date, which can help owners with homes in several regions. This is the start of a phased service, rather than a December registration deadline for Bristol.

15 August to 14 November 2027: the South West registration window

For Bristol, 15 August 2027 opens the South West registration period; it ends on 14 November 2027. Use the region of each property, particularly if your portfolio crosses a regional boundary. Initial scope concerns occupied qualifying lettings, with exceptions; future pre-marketing duties are a later stage.

South West is the final published regional window, rather than the second wave. Put its start and end dates in your schedule and keep properties elsewhere on their own applicable timetable.

What happens if you miss the deadline?

Missing registration or supplying inaccurate records can have consequences, but the breach and applicable rules determine the outcome:

Failing to register can attract a penalty up to £7,000. Knowingly or recklessly supplying false or misleading information, and specified continuing or repeated breaches, can attract penalties up to £40,000. These are different maximum penalties, not automatic charges or proof that every notice, mortgage or letting arrangement becomes invalid.

Owners with several homes should track each property’s registration and updates. Confirm any finance requirements separately rather than assuming all lenders impose the same consequence.

How Northwood Bristol takes the compliance burden off your plate

Northwood Bristol can discuss the management support available and which preparation and update tasks would be included for your property.

Under an agreed service, the team can help organise relevant documents and discuss certificate and licensing requirements. For database registration, the landlord must start the process and pay; an invited agent can provide delegated information. Appointing a managing agent does not remove all owner duties or make every future compliance task automatically included.

With Guaranteed Rent, Northwood rents your property and pays an agreed amount, including covered voids and sub-tenant non-payment, subject to the contract and property condition. The payment is normally below open-market rent. Review exclusions, repairs and other owner costs before comparing it with standard management.

Not a faceless corporate – your local Bristol team

Our Bristol team can discuss the property’s location and the support offered. Licensing boundaries and rules should be checked for the exact address and occupancy, with responsibilities agreed in writing. A BS postcode or a neighbourhood name is not enough to confirm the correct licensing arrangement.

That property-specific approach helps keep the management plan practical as requirements change, without promising that any service removes every legal responsibility.

Your action plan for November 2026

Use November to organise the property’s relevant safety records, EPC, licence and letting information. Note expiry dates, identify gaps and agree whether your agent will assist with delegated database details. Landlords with homes outside the South West should map those regions separately. Compare management services on the work included, the contractual rent or fees and the responsibilities you retain.

The bottom line for Bristol landlords

The database creates an ongoing registration duty rather than a one-off document exercise. Preparing clear records now can make the later process easier, while owners should continue to meet the tenancy, safety and local licensing rules already applicable to their properties.

For Bristol, the published registration period is 15 August to 14 November 2027. The national rollout begins in December 2026, but that should not be confused with a Bristol deadline. Later advertising and possession measures have separate commencement arrangements.
