EPC Rules for Landlords
Energy efficiency standards are a crucial component of rental property compliance. Understanding EPC rules helps landlords stay legally compliant, protect their investment and attract quality tenants. Need help keeping your property compliant?
Understanding EPCs
An Energy Performance Certificate rates a property’s energy efficiency from A to G and includes:
- Current and potential energy rating
- Estimated energy costs
- Recommended improvements
An EPC is valid for 10 years and must be available whenever a home is advertised to new tenants.

Current Legal Requirements
Minimum EPC Rating
Rental properties must meet an EPC rating of E or above under the Minimum Energy Efficiency Standards (MEES). Properties with F or G ratings cannot be let unless an exemption is registered.
Before Marketing
A valid EPC must be available before advertising the property.
Providing to Tenants
Landlords must give new tenants a copy of the EPC at the start of the tenancy.
Exemptions
If a property cannot reach an E rating despite all possible improvements, an exemption must be registered on the PRS Exemptions Register. Exemptions last five years and must be renewed.
Further regulatory changes are expected, so contact your nearest Northwood branch for updates or queries to ensure you remain fully compliant.
Improving Energy Efficiency
Common upgrades that improve EPC ratings include:
- Loft and wall insulation
- Double or secondary glazing
- Efficient boilers and heating systems
- Low-energy lighting
- Smart heating controls
Improving energy efficiency can reduce bills, boost tenant satisfaction and improve long-term property value.
EPCs and HMOs
For Houses in Multiple Occupation:
- An EPC is required for the whole property when marketed
- Local authorities may set additional efficiency requirements
- Conditions may also appear within HMO licences
Penalties for Non-Compliance
Letting a property without a compliant EPC or failing to meet MEES requirements can result in a financial penalty of up to £5,000 per property and may also lead to your details being published on the public enforcement register.
