Your First Home in Portsmouth: What the Proposed 2.5% Deposit Scheme Means in October 2026

Happy young couple celebrating buying their first home in Portsmouth

For Portsmouth first-time buyers, October 2026 brings a new proposal to monitor. The government announced Your First Home on 26 September, but further details and the implementation timetable are due at the October budget. It should not yet be presented as an available route to buy with a 2.5% deposit.

Here is everything you need to know about buying your first home in Portsmouth in 2026 – from the scheme itself to the postcodes where opportunity is knocking loudest.

What is the Your First Home scheme?

The proposed English scheme is expected to combine a 2.5% buyer deposit with a 20% government equity loan for eligible first-time buyers purchasing new-build homes from participating developers. Income and local price caps, the interest-free period and the launch timetable still await confirmation at the budget.

For illustration, on a £229,000 purchase, a 2.5% deposit would be £5,725, a 20% equity loan £45,800 and the remaining mortgage £177,475. These figures explain the proposed structure; £229,000 is an example price, and neither property eligibility nor borrowing approval is assured. Budget separately for fees and other purchase costs.

Before making a commitment, check the government’s confirmed scheme rules and obtain mortgage advice. An announcement does not establish that a particular Portsmouth home, developer or applicant will qualify.

Why Portsmouth makes sense right now

Compare suitable properties now, but wait for confirmed local price caps and eligibility before relying on scheme support in your purchase budget.

Two developments in particular stand out.

St James’ Hospital site, Milton Road

The St James development offers new-build housing to investigate. Ask the developer about current availability, tenure and pricing; participation in Your First Home cannot be assumed before the scheme rules and developer enrolment are confirmed.

Tipner East

Tipner regeneration is another area to monitor for future housing opportunities. Verify each provider’s current plans, delivery timetable and tenure; proposed or affordable homes are not automatically eligible scheme purchases.

Portsmouth areas to compare for a first purchase

Compare PO2, PO4 and PO6 according to your budget, travel needs and suitable available homes. Their merits differ, and scheme eligibility will depend on the final rules and the actual property.

PO2 – North End and Tipner

PO2 offers a range of established homes and locations. Compare like-for-like asking and sold prices; a postcode median and a city-wide first-time-buyer average measure different things. The proposed scheme is for qualifying new builds, so existing homes need a different finance plan.

PO6 – Paulsgrove

Paulsgrove and other parts of PO6 may offer properties at different price points. Assess current individual listings, condition and total buying costs rather than assuming an area-wide price range or future price growth.

PO4 – Eastney and Southsea

Eastney and Southsea offer different property types and a coastal setting. Check condition, price and access to the amenities you need. If you later consider letting, review mortgage permissions, tax and any scheme restrictions first.

Stamp Duty and mortgage options: what you need to know

Eligible first-time buyers intending to occupy their home as their only or main residence pay no SDLT on the first £300,000, provided the total purchase price is no more than £500,000. Above that overall limit, the relief is unavailable. Ask your conveyancer to confirm eligibility and the tax due.

Some lenders offer 95% mortgages with a 5% deposit, subject to affordability, credit and property criteria. Compare currently available products with the proposed equity loan scheme once its costs and rules are confirmed; an equity loan is an additional financial commitment, not a gift.

It is always worth speaking to an independent mortgage adviser who understands the Portsmouth market to ensure you are accessing the best deal available to you.

Think beyond the front door: your first home is your first investment

A first home is a substantial financial commitment as well as somewhere to live. Assess affordability, running costs and the possibility that its value may fall; future borrowing or portfolio expansion is not guaranteed.

At Northwood Portsmouth, we work with landlords who started exactly where you are now. They bought their first flat in East End or a terrace in the North End, built equity over time, and used that equity to expand. What started as a home became a portfolio.

Portsmouth’s university, naval base and other employers can influence housing demand. Any later move into letting needs its own financial and legal assessment, including restrictions attached to the mortgage or equity loan scheme.

Your first purchase does not need to be the end of the conversation. It can be the start of one.
